mažumos vyriausybė statusas T sritis Politika apibrėžtis Partijos ar partijų koalicijos sudaryta vyriausybė, neturinti aritmetinės balsų (mandatų) daugumos parlamente (50% + 1 vietos). Parlamentinėje sistemoje vyriausybės veikla priklauso nuo parlamento pasitikėjimo, todėl mažumos vyriausybė gali išsilaikyti, jei sugeba užsitikrinti kitų (ne valdančiųjų) partijų ir nepriklausomų parlamento narių formalią bei neformalią paramą. Dažnai sudaroma, kai politinės jėgos nesusitaria arba stokojama politinės valios sudaryti daugumos vyriausybę. Dėl politinių jėgų negebėjimo susitarti mažumos vyriausybė sudaroma: 1) kai poliarizuotoje daugiapartinėje sistemoje yra tvirta opozicija (Vokietijos Veimaro Respublika, Italija); 2) kai partinėse sistemose, yra didelė „kairės“ ir „dešinės“ stovyklų asimetrija (pvz., vyrauja stipri socialdemokratų partija, kartu yra keletas lygiaverčių dešiniųjų partijų; Danija, Norvegija); 3) kai vyriausybės sudarymas yra labai komplikuotas ir reikia daug laiko, kad būtų galima suformuoti daugumos koaliciją (tada sudaroma mažumos arba laikinoji vyriausybė). Neefektyvi ir trumpalaikė mažumos vyriausybės veikla dažnai lemia politinį nestabilumą (Vokietijos Veimaro Respublika, 1919–1933; Prancūzijos IV Respublika, 1946–1958; Italija, 1945–1980). Paminėtinos Skandinavijos šalys (Norvegija, Švedija, Danija), kuriose tradiciškai sudaromos ir sėkmingai veikia mažumos vyriausybės. Gali būti vienpartinė ir koalicinė. I. Budge’o ir H.
